In 2010, Government of Uganda took a bold policy decision to create the Kampala Capital City Authority (KCCA) with the enactment of the KCC Act of 2010. The Act established KCCA as a body corporate elevating Kampala from a district status under Ministry of local to a Central Government Agency under the Presidency. KCCA was charged with overall responsibility to streamline operations and improve service delivery in a bid to transform Kampala into a Modern and Attractive City.
Operational Excellence
Under the Operational Excellence Theme, KCCA focused on strengthening institutional capacity through; recruitment of competent staff, enhancing the corporate image and restoring public trust, improving institutional efficiency, re-engineering & automating processes, enhancing asset management & resource accountability, increasing local revenue mobilization, enhancing communication and fostering community engagement.
Human and Social Development
The focus under this theme is to improve the quality of health & Education Services, community safety, risk reduction and enhanced community & social protection. The theme integrates the work of many KCCA departments that are responsible for reducing inequalities by addressing imbalances in access to economic opportunities and social services like health, education, library, sports and recreation.
Economic Development
Under the economic Development theme the focus was on improved infrastructure through emergency repairs & rehabilitation of key roads and drainage channels, increased work spaces through construction of markets, improving household incomes especially for he poor through support to SMEs, Youth & Community Empowerment under the NAADS, CDD and Youth Fund, Skill development for the Youth and employment creation through public works.
Planned and Green Environment
Under this theme, the focus was placed on enhancing solid waste collection and management, greening & beautification and protection of the environmental. Significant efforts ere also put into enforcing compliance to development control standards as well as improving the processing of development applications.
